Minimum Requirements

Bachelor’s degree in accounting, business administration, economics or finance and 5 years of relevant, progressive financial and managerial experience; preference may be given for higher education experience. Experience must include 2 years of direct supervision of professional level financial employees. Must have proven leadership skills and ability to establish strong relationships with internal and external constituencies at all levels. Candidates with an equivalent combination of experience and/or education are encouraged to apply.

Required Knowledge, Skills and Abilities

Extensive knowledge of the following: state government processes; accounting principles and practices; principles and theories of budgeting and financial management. Knowledge of state and federal laws and regulations pertaining to higher education financial management. Ability to interpret and analyze complex financial data and reports and to develop budgetary objectives, performance goals and program managerial controls. Extensive knowledge of personal services expenditure issues, policies and procedures. Should have exceptional communication and interpersonal skills.

Activity

Activity 1:

Analyzes and applies accounting/budgeting principles in the maintenance of budgetary and accounting information in the College’s automated systems. Provides training and support to campus employees for the financial reporting systems applications and the College’s ERP database. Evaluates and recommends adaptations of integrated data base systems. Systems, including Banner Finance, Banner Human Resources, and Cognos, are monitored daily and used in the development of internal and external

Activity 2:

Provides detailed fiscal recommendations to the Director of Budgeting and Payroll Services and Senior Vice President of Fiscal Services; responsible for financial information provided internally and externally often used in determining funding and other allocation processes; involved in the development of modeling/forecasting of revenue and expenditure patterns based on any number of factors or assumptions such as enrollment, initiatives, etc.; participates in the development of budgetary goals, management controls, and funding sources; prepares and presents internal and external presentations; develops pro-formas and funding plans necessary to support capital projects.

Evaluates requests for information to ensure propriety of request, requester, and intended use of information. Informs management of the potential impact caused by financial decisions, making recommendation on such and directing the final response method.

Responsible for the preparation of complex and confidential ad hoc financial reports and analyses to management, Board of Trustees, IPEDS, etc.

Activity 5:

Supervises budget area including support staff. Responsible for development, implementation, and review of budgetary procedures; analysis of existing and proposed programs and financial requirements to determine fiscal feasibility and sustainability; analysis of accounts for deficits and/or surplus funds; working with program and fund administrators to evaluate budgetary control; reviewing the faculty/staff Roster for accuracy in state-allocated FTE and appropriate budget; and reviewing / approving budgetary transactions for accuracy and appropriateness. Maintains Budgeting and Payroll Services website.
